The BCSD and the BCEA entered the third day of negotiations on Monday, May 2nd, 2011. Discussion focused on salary and benefits. The two teams agree that they are close to finalizing the Master Agreement. They will meet again tomorrow, releasing an updated statement at the end of the meeting tomorrow.

Cinco de Mayo Dinner and Silent Auction

The Carey Spanish Club is hosting a Cinco de Mayo dinner and silent auction. They will be serving enchiladas and tostadas with side dishes and dessert. There will be live music and a free piñata for the kids.

What is legal to negotiate and what is not? That was the guiding question teachers and administrators used during contract negotiations between the Blaine County Education Association and the Blaine County School District. The Idaho code proposed by State Superintendent Tom Luna and ratified by the 2011 Idaho State Legislature moved a decades old process to uncharted territory.
Both parties agreed that the law mandates that the following issues move to policy, which is under the jurisdiction of the Blaine County School Board:
- Grievance procedure
- Class Size
- Professional employee protection
- Job sharing
- Certain Blaine County Education Association rights
- Evaluation procedure
- Reduction in Force procedure
- Calendar committee
Discussion ensued regarding the Idaho Education/Jobs Bill and how to apply the funds. For information on the bill go to: http://ww2.ed.gov/programs.educationjobsfund/index/html
Also discussed was what constitutes the work year.
The meeting will resume next Monday, May 2nd from 8:00 a.m. - 4:00 p.m. at the District Office located at 118 West Bullion Street, Hailey. The meetings are open to the public. Both teams will continue to post a joint statement at www.blaineschools.org at the end of each meeting day.

The Blaine County Education Association and the Blaine County School District began contract negotiations on Tuesday, April 26. Representing the BCEA were Mike Walsh, Liz Young, Tom VanSlyke, Tryntje VanSlyke, Kari Haugen and Brian Sturges. Representing the BCSD were Dr. Lonnie Barber, John Blackman, Fritz Peters, Patty McLean, Mike Chatterton and BCSD School Board Chair Julie Dahlgren. Pete Black is the facilitator for the negotiations. The meetings are open to the public and held in the BCSD District Office board room.
The two groups agreed that their decision-making will be based on standards that negotiated items will meet:
- Is it legal?
- Is it fair?
- Is it fiscally responsible?
- Is it workable/practical to administrate?
- Is there mutual gain?
- Is it in the interest of student learning?
- Is it easy to understand?
- Is it acceptable to all stakeholders?
The session included discussion of the negotiated agreement to determine which items are negotiable under the new Idaho code. Both teams agreed to issue a joint statement at the end of each session as a means to inform the public. Both teams look forward to reconvening tomorrow to continue the discussion from 8:00 a.m. to 4:00 p.m.

The Blaine County Education Association and the Blaine County School District will hold contract negotiations on the following dates and times:
Tuesday, April 26, 1:00 -4:00 p.m.
Wednesday, April 27, 8:00 a.m. - 4:00 p.m.
Monday, May 2, 8:00 a.m. - 4:00 p.m.
Tuesday, May 3, 8:00 a.m. - 4:00 p.m.
The meetings will be held at the Blaine County School District office at 118 W. Bullion, Hailey, Idaho, 83333. The meeting dates and times are subject to change. It is recommended that you contact the district at 578-5000 to confirm each day. The meetings are open to the public but they are not public meetings. The public will be asked to turn cell phones off and to not disrupt the proceedings.

WRMS Limited English Proficient and Dual Immersion language teachers will receive a 2011 Idaho Limited English Proficient Program of Excellence award from the Idaho State Department of Education. Bed Bugs are a national problem and our community is not immune to them. While they are not a health concern, they can be a nuisance and are difficult to eradicate once they are found. The Blaine County School District is taking proactive measures to assure that our schools are not hosts to bed bugs and we will alert you when and if we do find them.
