    Superintendent Foudy

    Jim Foudy joins the Blaine County School District with twenty-five years of service to Idaho Schools. Most recently, Mr. Foudy served the McCall-Donnelly School District as superintendent from 2015-2021. Prior to that, he served as an elementary school principal and is a former elementary school teacher. Mr. Foudy is a strong proponent of community and family engagement, with an emphasis on consensus-building and strategic initiatives. Mr. Foudy is a member of the American Association of School Administrators, the Idaho Association of School Administrators and the Idaho Superintendent Network. He is a Rotarian and recently served on the St. Luke’s Community Board for St. Luke’s McCall.

    Adam Johnson comes to the Blaine County School District with 15 years of experience serving in public education in Idaho. He holds a Bachelor’s degree from Boise State University in History and Secondary Education; and a Master’s of Education in Education Leadership and an Education Specialist Degree in Education Leadership from the University of Idaho. Adam spent 9 years as a Social Studies teacher and department chair and has served on various policy committees, and international delegations, and has experience as a varsity football, basketball, and golf coach. In 2013, he was awarded the Idaho Human Rights Teacher of the Year by the Wassmuth Center for Human Rights. Adam entered into education administration in 2014 as a middle/high school building principal and was awarded the 2020 Idaho Principal of the Year by the Idaho Association of Secondary Administrators. In part of his role as Assistant Superintendent, Adam serves as the Director of Curriculum, Teaching, and Learning as well as the Data and Assessment Coordinator for the District.

    Shawn Bennion moved to Blaine County in 2003 to become an electrician. Most recently, he worked for Sun Valley Company for 17 years. The last 7 were spent as the Maintenance Manager. He served on the BCSD Board of Trustees for 7 years, 4 of which as Chair. You will often see him supporting his children at their games. He enjoys smoking meat. Shawn is excited to be back with Blaine County Schools in his new role.

    Kandy's roots are deeply embedded in the Wood River Valley, where she spent her formative years. She holds a bachelor's degree in Business Administration - Human Resource Management from Western Governors University. Her professional journey began in 2002 in the Finance Department at the district office, but her heart found its home in Human Resources a decade ago. She's the proud parent of two children: a daughter in her junior year at BSU and a son currently in 10th grade at Wood River High School. Beyond her career and family life, Kandy finds solace and joy in the company of loved ones. An avid lover of the great outdoors, she relishes mountain biking, hiking, skiing, and camping activities. She is always eager to explore new horizons through international travel whenever the opportunity arises! 
  • Mandy Crow, Finance Director

    Mandy is a licensed Certified Public Accountant and holds an MBA in Finance. She has spent 10+ years in various accounting roles and first became acquainted with public school finance as a state auditor in Washington.  

    Mandy grew up in western Montana in the small town of Superior before embarking on a 22 year adventure as a military spouse which took her to Aguadilla, PR, San Francisco, CA, Port Angeles, WA, and Elizabeth City, NC. Mandy enjoys mountain biking, basketball, volleyball, and snowboarding and all the amazing activities the valley has to offer. She moved to Blaine County in 2018 after having been recruited by a local public accounting firm and upon the retirement of her spouse from the United States Coast Guard. Mandy and her husband Matthew chose to move to the Wood River Valley due in part to the school district and the opportunities it would provide their two daughters.  
  • Christy Castro, Director of Special Programs

    Christy Castro joins the Blaine County School District with more than 30 years of experience as an educator. Christy has a PhD in education administration with an emphasis in special education and an education specialist degree in school psychology from the University of Idaho. She has a master's degree in education administration from Central Washington University and a bachelor's degree in elementary and special education with an emphasis in students with emotional disabilities from Northern Arizona University. Christy is certified as a school administrator, special education teacher and a school psychologist.

    Paul Zimmerman has been with Blaine County School District for nearly 10 years. During that time, he has spearheaded many innovative projects and worked with outside partners, such as Google and Nintendo, to bring new ideas to the district. He earned a Bachelor's of Science of Leadership from Bellevue University followed by a Master's Degree in Leadership. He is currently enrolled in a Human Capital Management PhD program. Paul was in the United States Air Force in the early 2000s and during his travels, he discovered Hailey, Idaho. He lives in Hailey with his wife of 15 years and two children, a 9th grader at Wood River High School and a 4th grader at Alturas Elementary. Outside of the office, Paul enjoys anything in the sunshine.

  • Colton Metzler, Transportation Director

    Colton Metzler, the recently appointed Director of Transportation for the Blaine County School District, has deep roots in the Wood River Valley where he was born and raised. Graduating from the College of Southern Idaho, Colton served as a mechanic at BCSD for five years. During this time, he refined his skills and gained a comprehensive understanding of Idaho State Department of Education Transportation guidelines and the specific transportation requirements of BCSD.

    Beyond his professional achievements, Colton is a passionate outdoor enthusiast who actively embraces the natural splendor of the valley.
